Status- Justin Carder
President’s welcome- goals, committees and status update.
Goals:
Be a voice for the community and information conduit
Support other neighborhood groups. Grow to help the community.
-Good model to follow is tech start-ups.
-Be able to give grants to community.
-Have a balance of projects, big and small. Goal should be to have one big initiative and lots of smaller ones.
-Get people’s attention and get more participation.
Create opportunities for involvement
-Market days
-Bar sit-downs
-Other community events
Reestablish finances… We need money for better resources and to help out the community like giving grants.
We need to reach out to experts in the areas we are working on to get things done.
Need involvement! Need to inspire people to get off the computer.

Finances- Hong Chhuor
We have $2211 in the CHCC Bank of America account.
$30 will be paid to the State of Washington to renew our non-profit status.
Officers can withdraw $100 or less for petty expenses.
People can donate directly to the Council with a check to Capitol Hill Community Council.

Recent Accomplishments- Justin Carder
We had an election! Good participation of officers and voters. One of the races was actually contested.
Good coverage in the Capitol Hill Times.
Capitol Hill Garage Sale was small but hopefully will grow next year.
Art sub-committee met.

Ongoing Meeting Schedule- Justin Carder
Officers recommended Monthly meetings, every third Thursday, beginning at 7pm with possible rotating venues.
Community discussion followed about the rotating venues.
-Why rotating venues?
-It’s a big hill and we should move to represent that.
-Might be hard to keep track of venue.
-We don’t have a permanent home. We need to find a place that works, size-wise, that fits us. A change of venue might be healthy to get to know the hill.
-Why aren’t people happy with SCCC?
-Rooms aren’t inviting, hard to navigate. Parking is difficult.
-Going to a coffee house might encourage more community members to come out, instead of sterile environment. Meetings can be dry and boring.
-A permanent/regular location is good for predictability.
-Rotating can be good to be visible and get people involved that wouldn’t ordinarily come to a meeting. Support local businesses when we meet.
-We presence helps. People can look at website to find location and encourage participation.
-Regular location is good. Coffee house is too loud.
-Mixer afterward might be a better idea than having the meeting in a coffee house.
-Could set location for 6 months to a year then rotate.

Proposal Motioned: Meetings will be held monthly, 3rd Thursday, 7pm start, set venue. SCCC will be location while other locations are looked at.
Vote called, unanimous approval.

Charlette motions for guests to go before Committee Discussion. No second.

Committee Discussion
Everyone can recommend committees.
Officers came up with a preliminary list based on community thoughts:
Arts
Events
Development
Safety
Fundraising
Bylaws
Communications and Technology

Discussion follows
-Arts. Capitol Hill has a vibrant arts community. Lots of ideas from meeting earlier in the month. Promote art walk more, chalk art contests.
-How can we incorporate more people to be involved?
-Community events, taking on 1-2 events a year to boost CHCC image. Getting other Capitol Hill organizations involved is important.
-Cultural overlay, part of the city plan to protect arts. Is committee going to be involved in those events or separate?
-Keeping it ground level. Don’t want duplication, but important Council does its own events. Ties into fundraising.
-These are ambassador opportunities. Officers will only be partly involved in most committees. We need leaders outside of officers.
-Officers have limited time, expanding the board to have more members. Has the council discussed this?
-We’re starting with getting council moving first, then we’ll discuss board issues.
-Need at least one person to lead a committee.
-Strength of council is committees. Brings in a larger scope of involvement of the community.
-Events, may have lots of overlap with other committees. Might be a good idea to make it a focus of different committees.
-Development, committee with the most interest expressed during steering committee. Lots of opportunities for input.
-Need to have some committee meetings before next Council meeting.
-History and Cultural Heritage committee suggested.
-Parts of development issues: neighborhood plan, new construction, traffic and transportation.
-Transit might need to be its own committee.
-This discussion is about getting issues people have with these areas and getting people together to deal with them
-We’re racing ahead, going too fast. It matters how community is formed and that everyone has a voice.

Purpose of the CHCC from the bylaws is read.

-Need to frame interest before committees form. Why are we meeting? What do people want? Group needs to discuss what council is known for before we direct council.
-We need to get the ball rolling somewhere.
-Safety committee, fuzzy idea. Maybe working with city. Charlette will be contact for now.
-Fundraising committee, Justin will be contact for now.
-Bylaws committee volunteers: Saunatina will be contact, Justin, Charlette, Dennis, Kristin, Tony.
-Communications and Technology will be mainly involved with web presence. Phil, Justin, Saunatina.
-Homeless Committee suggested.
-Homelessness could be a facet of community like youth or seniors… apart of outreach?

Guest Presentation
Barbara Luecke, Start Program Manager & Jeff Munnoch, Link Outreach.
-PowerPoint presentation. Overview of impact to Capitol Hill.

-Buildings will be demolished after the 1st of the year, 2009.
-Station will open in 2016.

Question/Answer took place after presentation. Discussion about the effects the construction will have on the community and artwork proposed for the site.
There is a proposal to use one of the empty spaces on Broadway for community events. Sound Transit has requested more information to be able to grant use of the buildings, but community needs to know it can use the space before having more information. Liability has prevented Sound Transit’s approval of people coming into the spaces.

Open Floor
-There will be a Sustainability Festival at Volunteer Par on July 20th from 11am -4pm.

"Officers can withdraw $100 or less for petty expenses."

The approved motion was that expensed less than $100 could be approved by the executive committee. Prior to that motion, all expenses needed to be approved by the attendees at the full meeting of the Council.

Also, the bank account balance is meant to be reported at the start of the meeting of the whole each month.

I don't remember an "approved motion" at the meeting but I do remember Justin making a statement about officers can withdraw $100 or less for petty expenses. I believe he was referring to the bylaws which say:
"8. B. The President and Treasurer may authorize expenditures of up to $100. The Treasurer shall report all such expenditures at the next CHCC meeting.
C. The CHCC must approve all expenditures in excess of $100 by majority vote."

It was not in the notes but I have recommended at the last officers meeting and I publicly stated at this public meeting that the Treasurer bring the bank statement to each meeting and this easily fullfills our obligation as a non-profit to show our financial statements and keep our activity transparent and open to the public for review.
As far as I am concerned all expenditures need to be accounted for.

As part of the Bylaws Committee I hope we can further clarify the bylaws in this area so there is no semblence of abuse of funds.
